I thought the Nine are just ancient gods who have supreme knowledge but are neutral in the war of the universe. Hence why Xur says "the nine sent me here" and he's their agent. And why he always has the best equipment in the game for sale. I have no real back up for why I think they're gods, just how I always felt lol
