Why does it have to be end game content to begin with why can't casual to hardcore players be given a chance to make 320 Raid gear can always give you better perks for raids Iron banner would have better PvP perks And heroic or nightfall gotten 320 legendaries would just be standard random perks just you would have a boost to light level
