He's been there. I'll sometimes check to see if he's around when I start the SABER strike. His health seems random, though. I found him once and it took all of my heavy ammo to kill him. The next time I saw him, I used all of my heavy and special ammo and it barely affected him. I just left after that. It would have taken forever to kill him.
