A combination of combat rating and k/d is best imo. Win% isn't a good one because that stat relies heavily on having a good team in anything but Rumble.
I have an overall Combat Rating of 133.57 (top 6%) and an overall k/d of 1.87 (top 2%).
My top character (my Titan) has a 2.08 k/d (top 1%). It's the only character I really PvP with anymore.
