Resets ARE time gating. That's the simplest way to explain it, so if you can't grasp that idk what to tell you. & what about iron banner/trials? They entirely disappear for periods of time & they were advertised. & what about hard raids? They were advertised & they didn't ship out when their respective dlc did.
