The way you can tell if something need a nerd is if there is no counter and almost everyone uses it, sunbreakers have a good super that has few counters, but there are some. Also the crucible is not overrun but these sunbreakers. Finally u can also see that sunbreakers is mediocre at pve but no one would ask for a nerf if it was bad in pvp but amazing in pve
