Chuck norris doesn't need to be "Ascendant" to get in the Hive world. he gets in and out of portals when the -blam!- he wants. The mines weren't dismantled and exploded... and there still was chuck norris there like nothing happened. The fusion rifle fires instantly when chuck norris pulls the trigger. The Vex are not on Earth... they can see the future, the past, but they don't need a lot to know that of all planets they'll consume, the one where Chuck Norris punched his way out of his mom's uterus is definitely not on the list.
