Snipers are supposed to have that high of impact, and you don't seem to understand that. If a person with a revive shield is shot at with a primary, they'll still kill you if they shoot back. However, some type of snipers like the 1000 Yard Stare can overpenetrate the overshield, and kill. Many snipers can't, you have to have a low RoF and High Impact to do that. These snipers have been around since TDB, and they obviously haven't been a problem to Bungie, they keep adding them. Now that shotguns are getting a well deserved nerf, and fusion rifles aren't viable, people are switching to sniping, and it pisses you off when you get res sniped. I apologize for assuming you were salty about shot package being removed, but you have +12k kills with a shotgun, and a conspiracy theory equipped, so one can only assume.
