All masks should have 10 Defense with randomized perks similar to regular rare armor. They should receive an infusion option and we should be able to upgrade them. This is not pay to win, this is optional infusion. It would be incredibly difficult to rank up these armor pieces anyways, as we will only receive 80% of the infusion.
