Ya. It can. Golden gun, you know, the gunslinger super. 99% of ranges that you would ever need to use it at it will one shot. Sure at the long range maps and lines of sights here and there it won't. Be those moments are few and far between.

Go try and get a ranged kill on like twilight gap. Only good at mid range

How often do you need to make those shots anyway. Not to mention that's father than any other super can consistently kill. Even sunbreaker is difficult due to travel time. I'm not saying GG is OP. But it's no damage reduction is justified.
