Lemme just double check myself here: Cortana found a way to cure Rampancy, so AI's live forever and can gain more knowledge. She claimed the domain to control the galaxy and keep everyone in check with the guardians? So she wants to be a police officer and make global peace?

The Domain "cured" her but whether or not it truly let her go free is up to interpretation so far.
