Why is it not in the exotic blueprint kiosk?

Here's my guess. Bungie said they would release all year 1 exotics over time. People assumed that this meant that we would eventually get a regular exotic with a blue print in year 2 for everything. Maybe they meant that, at least for some, you would get a one time shot to buy it from Xur. No blue print, no second chances.
