These quests would have been fine if the were released all at once, yes. Also, if Bungie hadn't made it seem like Sleeper Simulant and No Time To Explain were huge secrets. That was the first mistake. Black Spindle was met with happiness. Why? Bungie just sprung it on us one day without us knowing anything about it. However, after the Spindle was discovered, we should have had permanent access to its quest. These time-gates are not fair to those of us who actually have lives.
