1. It's a game
2. He is not even legally allowed to play the game
3. It isn't personal, gamers in general don't like squeekers most of the time.
4. Streamers can easily ban/mute bullies
5. 70 viewers for someone that's streaming like the first time sounds really made up ^^
6. If you want to be a streamer then you should be able to take care of bullies and not get offended by them.

He's actually 14. He's just now hitting puberty so it hasn't really affected his voice yet. So he can legally play, it's just his voice.

He does live in America. I actually go to school with him. He's really cool, too. It's just the stream and stuff.

Kind of the issues with those kind of things, teen outside of US means 16-19, T rating in america is already 13, this causes a lot of immature 16 year olds that think they're all tough to pick on younger people. Although 70 viewers sounds made up for a first stream (takes a long time of streaming to reach this, new viewers should be happy with like 5-10 viewers in the first few weeks) my tip would be for him to start moobot so he can ban all the bullies.
