Mhm. Its basically the notion that when new expansions are released for a game that add more things like weapons, armor, classes and or abilities, etc. that those things will result in making the game itself unbalanced.
The funny part is that Destiny is already an example of Power Creep because all the Year 2 stuff made all the Year 1 weapons and armor obsolete by comparison. Even if someone were to force the notion that this game is an MMO, that would make it an MMOFPS. Like any other Shooter, the guns need to stay balanced with each other and new expansions add to the number of options and diversity available. But Destiny doesn't seek to do this, instead for them new expansions mean replacing all the old content with new versions, throwing the game completely out of whack.
Bringing the Year 1 stuff forward would actually serve to correct this.
But I digress. The problem doesn't have anything at all to do with Power Creep itself. The REAL problem here is that Bungie just seems to apparently suck immensely at managing their own game.
They lost a lot of their original team. I believe their Multiplayer fella actually left to stay at Microsoft with 343 to keep working on Halo. The real "balancing" action is handled by him.
