Sorry for the late reply? Supposedly the cabal upper leadership is somewhere outside of our solar system, the small attack force sent to our solar system is part of an interstellar empire. Granted not much is known about the Cabal Emperor, it's speculated that they come from a humid climate. Hope that answers it, sort of.
