I report when I see odd game behavior caused by one player whose connection bar bobs up and down at choke points in the match, ie. Just before and during heavy ammo spawns, when 2 flags are open for cap with a negative score, last minute of the game. When I see connection bobs like that I assume someone is router glitching and send a cheating bad connection report.
