Average everything is balanced. For a Titan you can jump really high OR have control. For a Warlock? We have both by default. We don't get as high or as much control but that's because we don't sacrifice anything like they do. Hunters however lack height yet their jumps can be used to change direction in the air, some could argue it's the best form of control. But for this they definitely sacrificed some of their height on jumps.
