Imagine what else xur could be.... Why can't I rank xur up for rewards like I can with just about every other vendor? Imagine doing odd bounties for the Nine possibly collecting artifacts or relics of some sort to trade to xur for reputation. Donating coins to the Nine for better rewards, exotic packages for hitting higher ranks with xur. Only makes sense that the Nine would have an interest in the actions of guardians enough to have xur challenge guardians to tasks in exchange for gear eagerly sought by guardians. Think about it.
