At this point, to allow Y1 weapons to ascend would only piss off people who bought TTK and have dismantled all or most of their Y1 gear...
Its safe to say #infusionforall won't happen ...

I did dismantle all of my yr1 exotic armor. But I kept all of my legendary raid weaps and some gear

Not true. Don't forget, this whole scenario already happened with the Dark Below and then right at the end of the year House of Wolves came out with Etheric Light as their main selling point. Plenty of people had already dismantled their Vanilla Legendary Weapons and Armor back then as well. There were plenty of posts asking for Bungie to re-add those things back to the Tower as well.

And to avoid that scenario again, they won't retroactively allow infusion for y1 weapons...
