Change it to give armor bonus, or increase impact, and change the percentages so the difference in ROF/Stability is ACTUALLY noticeable. They did it successfully with tlaloc, it should be no different with Fabian strategy, especially since the TLALOC can have that perk for the entirety of a strike/pvp match, whereas the frontline perk is extremely situational, where the only reason you would want to be near your enemy would be if its a lesser enemy/low health yellow in pve, and MAYBE in pvp..
