Kind of how MMOs work. It's the business model, you need new gear to do the new content. Old gear is still perfectly viable in crucible when it's normalized. Sad that you'll get owned in iron banner, too bad.

Do I think it's right that they locked content to people who didn't buy dlc? No. Is the dlc worth 40 bucks; compared to the original game? Yes. Is the original game worth 60 bucks? Hell no. Is the full 60$ package worth it now? Yes.
