I'm trying to remember from the destiny lore, but wasn't the blast near the twilight battle, so maybe you get it from the Walker in the Sepiks Prime strike... maybe?

3oC doesnt seem to work on goliath tanks or fallen walkers, the effect always seems to remain active after i kill one, n i never see them drop anything anyways

You'd have a better chance at taniks... sepiks isn't in strike rotation anymore.

I've read that old strike bosses still drop engrams with 3oC, just no streak bonus. However, 3oC doesnt affect tanks, i always check asfter killing the goliath or wolf walker, n the effect remains in my character menu
