8!, oh wait, they were mum to the condition in which the fish need be, 10! In all honesty, fish can drown, just need a liquid for them to get trapped in that does not allow free passage / diffusion of oxygen throughout it, or complicates the fishes's act of respiration ( water is not the only liquid ) ( respiration also does not solely refer to gas processing lungs, can refer to gills, and cells too ) I am here to mess with peoples minds, no more, no less...

Since water is not the only liquid, I would not come to that conclusion that fast without stopping to consider what drowning means (and the words used within) Just saying :P (however, you may call yourself clever or quick)

Would that not be asphyxiation? (Drowning still possible, but I doubt a stroke alone qualifies for following the definition of drowning a fish)
