I too am in a bit of a pickle with this frustrating delema. Clan mate of mine got the quest to be level 40 ontop of I got to level 40 before her and minutes after I beat TTK. I picked up the legend of the titan quest from abandoned quests. Flew up and down from tower to complete it and I never got a quest after the one saying get to level 30. The tower still says I have something to do but nobody has nothing at all! Extremely frustrating having my main not being able to advance.
