I thought precursors made them:
Precursors existed before the universe; why'd they wait sooooo long lol?

The precursors created the Forerunners on that planet (on mobile; can't spell it without autocorrect freaking out). They didn't "wait" to create them, they had been creating and destroying races and civilizations at their leisure since the beginning presumably, for unknown reasons related to the Mantle. The Forerunners and humanity just happened to be their most recent creations.
