So there is this purple sticker in the tower I've never seen before, and I'm just trying to confirm or deny my friends and my theory that it shows when Xur is in the tower, anybody know?

Yes it is a map of where Xur is in the Tower. Whatever point on the triangle where the IX is, is where Xur is.
