Now don't get me wrong, the empire has some baddass super weapons from the death star to tha galaxy gun, but by the end of the flood war, the forerunners just didn;t give a -blam!- anymore and were at the point of destroying entire solar systems one after annother just to stop the flood... Sure the empire had comparable superweapons but the forerunners mass prroduced them.
