SPARTAN-IV's are equal to SPARTAN-II's if they're equipped with MJOLNIR. Without it, S-II's would clearly win. Even then, Kiki Wolfkill said that in a fight between S-II's and S-IV's, S-II's would win due to their ability to gain any advantage possible.
He will undoubtedly play a future roll.
