This is an interesting line. I feel like it specifically refers to the Exo, an advanced race from the golden age. Or the Vex since they are also an advanced being.

In general this being's species is advanced, however it remains the same in some way. -OR- 2. This being stays the same form while others of its kind progress into a higher being than itself

Both Hive and Vex have similar chance here. A hierarchy is simply a system with ranks. A monarchy is with kings, if you were thinking of Oryx being a king and Crota being a prince above the other princes that make the sword or Crota.
