I guess it depends on how fast we can grind marks, if we can cap in an hour or less then it will be no different than returning periodically to turn in bounties and so no change from current play. If it takes 2 or more hours then for most people that's only one visit per play period. Doesn't seem too terrible and they have to have something to keep the tower relevant also we'll have to return to get weapon bounties from the gunsmith and faction quests (maybe).
