2 cyphers, 1 weapon...
So last week after killing skolas I obtained 2 elder cyphers from the same 35 PoE.
Now I thought that was amazing, 2 cyphers 2 weapons right?!?
Well I finished the bounties and go to turn them in to varkis only to be douped into obtaining one weapon from the 2 cyphers...
Very disappointing indeed...
Doubt there is anything that will done about this but I was wondering if others had experienced anything like this.
Grinding out two elder cyphers only to be rewarded with one of the three weapons.

The glitch is very well known and many people have gotten it- Bungie is aware. The glitch was that you saw two bounties, not that you received one weapon. It rewarded you appropriately.

It has been noted many times in the past that you will not receive two weapons for duplicate bounties that were not supposed to appear in the first place. https://www.bungie.net/en/Forum/Post/126812109/0/0
