Because it works. I wondered the same thing myself because it looked the same as spare change. Not the same. I can't compare it to the messenger because i don't have a messenger, but it is a damn good pulse rifle when reforged favorably. I don't have a messenger because i am terrible at trials.

Spare change has much higher base range while hopscotch has a nearly maxed out base stability

True. I have a spare change with rodeo and perfect balance. It jumps all over the place compared to the pilgrim.
