I got it last, i had all the others drop for me, most many times over, before hawkmoon. It popped from the first POE chest i opened. It has a 3% drop rate, or so i've read. Since then i got a second one. I hope you get it soon, before bungie turns it into a joke with one of their highly offensive nerfs. Ps, it took over 1500 hours of game time for it to drop for me. I used to tell the xbox guys the same thing you said, i figured they would get it before me.
