Not every rocket needs tracking. Current good PVP rockets like The Uppercut Payload, The Admonisher, The Dreamwaker (blast radius), Tomorrow's Answer all these do not need a reforge with "Tracking". You need to know how to use a Rocket (not insulting you). Also PVE rockets other than higher difficulty like Raid Hard Mode (Crota, er hem!), Skolas 35, etc the rest of the activities you don't need Tracking.
