Maybe you could also look at the fact that, because of people crying in PvP, entire weapon classes have become unusable in pve. Is it frustrating? Yes. Are they unstoppable? No. There are plenty of weapons that will destroy exotic hand cannons. There are always alternatives. If you remove a gun like hawkmoon or tlw from PvP, then you might as well remove it from the game, because pve almost exclusively requires elemental damage for anything high end.
