I wouldn't say that it is average, but you have to use a particular play style with it or you will get slaughtered. If you try to go toe to toe with the exotic hand cannons at close range you will get your ass handed to you. But that goes for just about every other gun in the game. If you play the distance game with it, you can outgun someone using a Thorn or Last Word, and do some good counter sniping. My go to setup in PVP for a long time was MIDA paired with a shotgun. I basically used the MIDA as my sniper rifle and used my shotgun if anyone got up close. Then I would use my flash bang on anyone in that mid range where the MIDA and shotgun were basically worthless to either close the gap and shotgun them or fall back to a comfortable range for the MIDA to do work.
