It depends what upgrade rolls you have on each of them. If I had to choose on base stats alone, I'd go for Hygeia Noblesse as I prefer the 37 RoF/48 Imp tier of SRs, but the NL Shadow with the right upgrades, namely Full Auto and a form of flinch mechanism, can outshine a surprising number of weapons in the CQC environment.
