I was watching an old gameplay trailer from a past E3. In this video they were using hand cannons as a special weapon. Imagine how much more balanced PVP would be if you had to choose between hand cannon or shotgun, and not run around with both. Or if Thorn's two hit kills required ammo pickup. (This video also appeared to show snipers as a heavy weapon.) Do you think hand cannons would have been better off staying as a special weapon?
