I don't think Scout Rifles have ever been buffed... Scout Rifle's biggest issue is the CQC nature of most of the maps. They can do serious damage on some of the maps with longer sight lines, like Shores of Time. Personally, I can't make MIDA work for me, but I'm a big fan of The Scholar, depending on the map. VoC is also a really good scout for crucible.
