1) next gen only. Forget the last gen consoles holding back the game
2) total matchmaking (opt out available). Do not restrict content because you don't have a team ready.
3) private lobbies in crucible (with customization options). Unranked/no leveling naturally (boost proofing).
4) no reforging. No 'ascending' gear. If similar rng system, make it so you have to hunt for the ideal roll or hunt to get the new version/higher grade version of your gear.
5) pvp element to patrol. Varied enemies/levels to patrols.
6) enhanced public events

This is a good list. I don't like point 4 or 5. 4 is just way too much grinding and 5 will most likely end up to be an annoyance.

My thoughts are without the hunt, there's little reason to play pve. Get your weapon to drop once then simply reroll to hearts content. And current ascend process is too easy. Maybe solution is to add more elements (questing) to ascend a weapon. Unique quest run per piece of gear or something. Pvp patrol would have to be controlled and some sort of opt in to avoid grieving.
