Probably come up with really long exotic bounties for every weapon, and make them more effective in PvE than PvP. I would remove then from xur and make him do something else. Because the exotics can't drop from engrams, those engrams would drop the bounties instead. I would make other exotics too, like sparrows, ships, shaders, ghost skins, class items. They would provide some sort of boost as well. You know what, xur could actually be a cool [i] trash collector[/i] like some people say he be. He can sell old vanilla and older dlc weapons that people used to be able to buy. I think that would solve some problems, maybe make more, but, meh.
