Regardless of what the game is rated parents are completely oblivious and buy GTA for their 10 year olds. Destiny also has a T rating currently.
Your issue is with oblivious parents as opposed to the ESRB.

Yeah, I have to admit GTA is inappropriate for kids. I'm 12 and I say that.
