I thought jackals were officially mercs therefore they didn't hold an official rank

There is no "official rank" in the Covenant. While the Kig-Yar are motivated in mercantile ways, and many Kig-Yar lead missions are undergone with the promise of reward, they are still a part of the Covenant and have rivalries with the other species.
