The glass arch doesn't slowly form durng those fights, the broken shards are rigid during the Gatekeeper fight then merge together to form the arch just before Atheon spawns. Most people are too busy running to hide for the next bit, or admiring their Timepiece/Corrective Measure/armour to look up and notice.
