It's only rare if you steer away from top level activities in the game. In fact it's never been this easy to level up stuff in the game as it is now.
And if you don't play HoW top level activities you shouldn't actually need Etheric Light.

I manage it provided the game is a challenge and not downright impossible. I solo the Nightfall and the Weekly has matchmaking, but then everything else? Wtf? It would be almost literally impossible to do 35 PoE solo, and they outright refuse to give us matchmaking for no good reason whatsoever, that's the only time that I have a problem with Destiny
