No that's not what he's saying.
According to grimoire the fallen used to be allied with the traveler who then turned on them and moved on to the humans. The fallen were basically changed by the traveler and now the reason they act how they do is the simple fact they now require ether to survive..which the traveler gave them. So now they scavenge for it. So you never see a dregs REAL FACE.
