It is a popular theory, the reason the Vex and Hive are here at the same time is because the Vex travelled back in time once the Darkness summoned them, they also seem to be looking for something on Mars and Venus (probally related to the Ahamkara). And with "evolved" I meant that the Hive created the Vex (take a look at the machines they built past the Halls of Wisdom).
