I don't see why everyone is up in arms over this one weapon. It's unique and rightfully so because of what's required to obtain it. And I think the problem isn't Thorn it's the effectiveness of handcannons in general. They reward a skilled hand, couple that with the fact that 90% of the maps cater to close to mid range combat and you can see why the current meta revolves around exotic handcannons and shotguns. And to be honest I'm not sure if Bungie will ever do anything to address the issue.
For one, when they did address the Suros issue they ended up nerfing the whole auto rifle subclass into obscurity. I think they're afraid something similar might happen if they tamper with Thorn or handcannons in general. Because then what you have is just a revolving door of balance changes, tweaks etc. Not to mention them looking incompetent. You just don't buff a weapon then revert it back to its original state, it shows ignorance and a lack of competence which is something a major company like Bungie should never do. And in a game with different tier weapons and character classes and supers..... It's just something that I think can never be truly balanced. Now I do think they should have more variety in crucible, maybe a swat type game mode with no supers no exotics just plain vanilla weaponry.
