Okay, so I finally did my first ever skolas kill, and my bounties were full. (cri) Both my teammates got the elder cipher and after the chest room we went to the reef and variks showed me all the options as if I had the elder cipher but i couldn't continue through the bounty. i then backed out of his inventory, still no luck.
